Developed by the owners of tourist facilities and tourists alike, because of the importance of protecting tourists and sites from the dangers that threaten them. We have heard about scientific terms reflecting the interest in the principles of tourism sustainability and its pillars, the most important of which is the term “absorptive capacity”, which occupied the interest of tourists because it is an effective tool to face the tourism congestion, which caused unfortunate disasters that caused the death of large numbers of tourists in different countries in addition to the huge damage that affects Facilities and tourist sites .. Because of the lack of governance regulations and instructions in the application of the principle of “absorptive capacity” in tourist facilities and not enable the owners of greed and exploitation … Why we lived today and the world lived with us the tragedy of the death of innocents who went to relieve themselves pressure of life in the island of Mosul tourism .. The disaster, which claimed the lives of 150 innocent people of different ages in the ferry, which had 287 people with the “capacity” of less than 80 people.
