Karbala Governorate is one of the cities that has a distinguished position in highlighting the role of religious tourism in the country, as it includes the shrines of Imam Hussein bin Ali and his brother Abbas, peace be upon them, in addition to other holy sites and places. It is a tourist city, as it contains diverse and unique archaeological and natural attractions, to be diverse and distinct tourist landmarks, which makes it a promising tourist center in light of the available capabilities that enhance the religious characteristic that it is characterized by.
Karbala Governorate has many and varied tourism potentials in all parts of its districts. If exploited, they will work to attract tourist groups coming to the city, through the availability of services that transform the latent tourism offer into a real and effective offer, because without complementary services, tourist groups are not encouraged to increase their stay in the governorate. Perhaps what has been exploited most so far in the field of religious tourism has been the lack of real attention to the rest of the tourism potentials that the governorate possesses, especially with regard to the western desert parts of it in the Ain al-Tamr district, Lake al-Razzaza and other archaeological sites. Therefore, it is necessary to activate the role of tourism development and use methods that work to sustain tourism, including the development of hotel services, the subject of the study, and their development for their returns, providing job opportunities and activating a number of areas of social and economic life.
