Tourism investment depends on human resources “labor” which varies between labor and specialized in health services, and therefore here tourism investment is the largest provider of job opportunities.‍
The legislation and laws regulating investment in any country affect tourism investment to the extent that the legislation is flexible, tourism investment projects are flexible and reduce the complexity and obstacles that curb the investment process.‍
Tourism investments do not require complex elements such as technology, for example, as they depend largely on the “human element”. (Hana Haizieh, 2014: 14)‍
Tourism projects are characterized by inflexibility and due to the seasonal nature of tourism, this negatively affects the desire for tourism investment by owners of small and medium capitals as they cannot freeze some of their capital for a certain period, unlike the state or owners of large capitals who can bear some risks such as the seasonality of tourism activity.‍
Tourism investment can be a catalyst for the development of underdeveloped or less developed regions. Tourism investment is considered a source of national income, as it is the most important sector of invisible exports, and it also represents an important tributary and source of national income for many countries (Makawi and Al-Sayed, 2014: 18).‍
