1- Establishing Objectives: The measure of success for any undertaking or task is the extent to which the goal is achieved or the desired outcome is reached. Objectives vary. There are general and primary objectives, which relate to the entire organization, and sub-objectives (specific). The task of achieving each specific sub-objective is dependent on one of the organization’s departments. 2- Forecasting: This refers to an attempt to identify the changes that will occur in the future in the environment surrounding the organization, from several aspects, including political, administrative, economic, social, and technological conditions. Recently, precise scientific methods and techniques are being used that enable leadership to develop a prior vision for the coming period of time. 3- Administrative Policies: This refers to the set of rules, systems, principles, laws, and regulations that define and establish the investment of the organization’s top resources to unify and direct the efforts of employees at all administrative levels toward achieving the desired goal. Administrative policies are also considered an important part of the planning process.
4- Defining Work Methods and Procedures: This refers to the correct and clear path determined by the investment of resources to implement work at the lowest cost, by specifying (the detailed steps or stages through which the transaction passes from beginning to end). Therefore, these are the office steps and detailed stages that clarify the method of workflow, how it is implemented, and the time required to complete this work
